Pavel Wilson, WPCA Chairman
Old Saybrook Town Hall

If we suffer tamely a lawless attack upon our liberty,
we encourage it, and involve others in our doom.
                                     -- Samuel Adams
Dear Chairman Wilson:

Re NOTICE: My rights are not yours to do with as you wish.

OSWPCA didn't conduct an impartial vote, 11Aug09, on the then-proposed Wastewater Management District (WWMD).
OSWPCA enabled voters who would RETAIN their Ordinance 75 rights, to vote to WITHHOLD Ordinance 75 rights from voters who would reside in the WWMD. OSWPCA bought a favorable vote from voters outside the proposed WWMD with a promise that their rights would remain unchanged.
What happened to equal protection under the law for property owners within the WWMD? Voters can't vote away the constitutional rights of themselves or others.

The OSWPCA is NOT authorized to do anything on my behalf without my written consent. The OSWPCA is NOT authorized to attach or otherwise encumber my property without my written consent.

No one from OSWPCA; no committee member, employee, assignee, or contractor; is permitted on my property at 13 George Drive to conduct an 'inspection' in furtherance of the sub-surface septic upgrade agenda of the WWMD. Septic upgrading is NOT a health issue, it is NOT an emergency. Inspection is but a benign name for a search. If you want to search, get a warrant.

No one from OSWPCA; no committee member, employee, assignee, or contractor; will be permitted on my property at 13 George Drive to measure, map, drill, test, excavate or remove anything above or below ground without a court order.

The OSWPCA doesn't have plenary powers, the OSWPCA isn't Gauleiter of Upper Silesia; we are not a conquered province. OSWPCA-bought voters cannot, by the passage of a local ordinance, deprive me of my rights regarding search and seizure under the CT and US Constitutions.
                             Very truly yours,

                             Joel R. Anderson
