Dear Chairman Wehrly:

The following resolution was read into the minutes by Chairman Chuck Wehrly:
TOWN OF OLD SAYBROOK
WATER POLLUTION CONTROL AUTHORITY

RESOLUTION TO ENFORCE THE WASTEWATER MANAGEMENT DISTRICT BENEFIT ASSESSMENTS AND PLEDGE THE REVENUES THEREFROM TO THE REPAYMENT OF THE APPLICABLE CLEAN WATER FUND LOANS

WHEREAS, the Town of Old Saybrook (the "Town") has approved a resolution appropriating $42,171,200 for design and construction of decentralized wastewater management systems (the "Systems") within the decentralized wastewater management district (the "Project") and authorizing the issuance of bonds, notes or other obligations to finance said appropriation, which bonds, notes or other obligations may be payable solely from certain revenues, including assessments, derived or to be derived from the ownership, operation, use or services of the Systems; and [Emphasis added]
Read QUESTION 2's language from the 11Aug09 Referendum:
QUESTION 2. SHALL THE TOWN OF OLD SAYBROOK APPROPRIATE $42,171,200 FOR THE DESIGN AND CONSTRUCTION OF DECENTRALIZED WASTEWATER MANAGEMENT SYSTEMS WITHIN THE DECENTRALIZED WASTEWATER MANAGEMENT DISTRICT AND ISSUE THE TOWN'S BONDS, NOTES OR OTHER OBLIGATIONS IN AN AMOUNT NOT TO EXCEED $42,171,200 TO FINANCE SAID APPROPRIATION, AND PROVIDE ONGOING FUNDING OF ADMINISTRATIVE COSTS FOR THE SYSTEMS?
In what Town of Old Saybrook "resolution" does the WPCA find the language it cites in its 7Feb11 minutes, "which bonds, notes or other obligations may be payable solely from certain revenues, including assessments, derived or to be derived from the ownership, operation, use or services of the Systems;"

I understand the necessity for the lie; without it there can be no "benefit assessments."

Either produce the "resolution" containing the language you cite in the WPCA Special Meeting minutes of 7Feb11 or resign.
