Dear Mr. Anderson:

Thank you for writing to me on January 21, 2010 regarding the referendum last year in Old Saybrook that authorized the creation of the Wastewater Management District and the appropriation of $42 million dollars for septic system upgrades and repairs on the properties located in the town's beachfront neighborhoods.

I understand that this referendum was in response to legal action initiated by the Connecticut Department of Environmental Protection (DEP) that requires the Town of Old Saybrook to address deficiencies in the septic systems in question to prevent further leakage of wastewater onto the Long Island Sound.

Because this matter concerns electors voting in local referenda as governed by the Town Charter of the Town of Old Saybrook, the question of who may vote at such referenda is determined locally. Accordingly, any questions you may have regarding who was entitled to vote in the referendum should be addressed to the Board of Selectmen and attorneys retained by that legislative body.
