Dear Mr. Anderson:
Thank you for taking the time to express your concerns regarding the Old Saybrook Decentralized Wastewater Management District project. We appreciate that you have shown interest in the detailed workings of the program - the first of its kind in Connecticut.
We are certainly aware of the status of the project, and both the challenges and the opportunities the project presents. The decentralized approach was recommended by consultants after more than three decades of study of the well-documented water pollution issues in Old Saybrook. This project was selected by the citizens of Old Saybrook in a public referendum, by a 2-1 ratio, over the more traditional approach of conventional sewers, an advanced wastewater treatment facility, and a discharge to the Connecticut River.
As a result of this public referendum, the town, acting through its water pollution control authority (WPCA), has partnered with the Connecticut River Area Health District (CRAHD)) in this cooperative effort to implement the Decentralized Wastewater Management District. The protocols currently being utilized by CRAHD were reviewed and approved by all parties, including the town's legal counsel, this Department, and the Connecticut Department of Public Health.
The benefit assessment program, through which the town assesses the cost of the program among the properties served by it, is consistent with the methodology defined in the state statutes regarding such matters (refer to Section 7-249).
If you have specific concerns about the details of the program, we would suggest that you direct your questions to the Old Saybrook Water Pollution Control Authority, who is in the best position to offer you the most concise information on this matter.
