Dear Chairman Payne:

The WPCA minutes of 27Feb12 are incomplete: Mr. Evangelisti failed to report the outcome of his phone calls.
Mr. Evangelisti reported on the NOEL warning letters for 11 properties in Cornfield Park; only three (3) properties remain outstanding. ... Mr. Evangelisti took it upon himself to make the necessary calls or visits.

On 22Feb12/~9:10AM I received a phone call from Mike Evangelisti. Here, from notes I made at the time, is the conversation between Evangelisti [ME] and myself [JRA].
JRA> Why are you calling?

ME> You haven't responded to the letters we sent you.

JRA> I'm not going to, either.

ME> This is just a courtesy call.

JRA> Good Bye.

I will not apply to CRAHD or the WPCA for something I already have, an approved working septic system.

Mr. Evangelisti suggested that a policy be established wherein all avenues of communication are exhausted before sending the NOEL warning letter to residents. Chairman Payne noted that a Policy Development Subcommittee is listed on the Old Saybrook WPCA Subcommittee Assignment - 2012 document distributed earlier in this meeting and suggested that Raymond Lebert, Jr. develop an outline for how to handle NOEL communication lines.

The WPCA doesn't have a public relations problem, the WPCA has a legal problem. What the WPCA is doing isn't legal.

On October 25, 2011 this agency sent you via certified mail .... To date your application has not been received. While we are aware that you are currently doing work on your property that involves the septic system, the Ordinance requires that you submit Exhibit A.

I am not aware of any work being done on my septic system. Where do you get your information?

The Ordinance doesn't make the demand cited. The Ordinance has an EXHIBIT A, Town of Old Saybrook Wastewater Upgrade Program Standards ("Standards").

There were no "Standards" in the Ordinance on 11Aug09, the date of the Referendum. The electors couldn't have known what they were voting on.
