Dear WPCA Chairman Evangelisti:
The WPCA plans to hold a public information
session for property owners in Saybrook Acres, the
first neighborhood whose systems will be upgraded,
by the end of April.
"Postcards announcing the public information
session will be mailed this month," said Marshall.

The Town/WPCA seems to be bungling its way into the future.
"Connecticut Constitution, Article First, Sec. 11.
The property of no person shall be taken for public
use, without just compensation therefore."
Would it be too crude to point out that replacing my septic
tank is the WPCA/Town's agenda, not mine; and that taking my
tank is for the public's agenda (whatever that is), not
mine; and that taking half the cost of replacing it out of
my pocketbook is also the public's agenda, not mine. Let me
know when you're ready to open negotations to acquire my
septic tank, and to follow the constitutional mandate to pay
just compensation for property the public wants to take.
Do you have a legal opinion on the constitutionality of the
WWMD Ordinance? If not, Why not? If you do have a legal
opinion, publish it online and send me a copy. If you don't
have a legal opinion, is it because you're afraid to ask?
Why are you starting in the easy area of Saybrook Acres,
when Maple Avenue North was flooded by the 9 inches of rain
that occurred at the end of March 2010. The Fire Department
was pumping water a foot deep off a lot adjacent to
Homestead Street. It looks like sheer cowardace in the WPCA
for not starting at Maple Avenue North; like the WPCA is
more interested in avoiding the inevitable failure than it
is in curing 'problems'. What system operates submerged?
The WPCA is holding public meetings by Postcard invitation.
What about the interest of the rest of the town, are we not
to be informed of these meetings, have we no interest? Who
are you to determine what members of the public have an
interest in your meetings and need to be informed? "CT
Constitution, Article First, Sec. 1, All men when they form
a social compact, are equal in rights; and no man or set of
men are entitled to exclusive public emoluments or
privileges from the community."
Send Postcard invitations to all taxpayers or no one.
