Dear Treasurer Fish:

The Town is engaging in the preventative detention of innocents' tax dollars, the hallmark of a totalitarian state.

No agency with authority to decide, CRAHD or DEEP, has alleged that any property owner within the Wastewater Management District (WWMD) is polluting. Even had they done so, Old Saybrook's WPCA FAQ (11Mar2009), five months prior to the 11Aug09 Referendum, conceded that proving pollution would be impossible.
Can you prove that my house is polluting and if so how? You can't prove that any given house is polluting at any given time. What we have is the Public Health Code which establishes the minimum standards you need to protect the environment. If you don't meet those standards, we can reasonably assume (because we're charged with doing the best we can) that there is a problem or a potential problem. That is the way the law is written in the State Statutes.

The "best" the WPCA could do is sewer the Town.

The Town can't spend tax dollars to fix "potential problems" of which there is no end. The Town can't extort money from WWMD homeowners to 'fix' a problem it doesn't allege to exist. This is criminal behavior.
