Dear Boardmember and 1st Selectman Pace:

Your letter of 9Feb10 is quoted here entire:
I am in receipt of your letter received February 9, 2010. Please know your letter with its questions and last paragraph implication will be turned over to Town attorney for review and further action if deemed necessary. - Pace.
I'm not sure which of my letters prompted yours, you don't cite its date. I can only assume that it's one questioning the integrity of the 11Aug09 referendum by prejudicial selection of WHO could vote.

John E. Wertam (copied), Shipman & Goodwin LLP, is an expert in environmental law. I'm sure that he will refer your query to an expert on referendum voting and WHO qualifies to vote.
Mr Wertam may (or may not) know that the groundwater along the immediate shoreline is undrinkable. Waterfront properties have 1000 tons of saltwater in their front yards. Wells into groundwater are soon contaminated by salt infiltration. The DEP's quest for pure groundwater in Old Saybrook is a fool's errand. If a $28,000 Advanced Treatment septic system put out tap water the property owner should drink it, not put it into the ground to be contaminated.
I do not understand what's behind the impetus to turn heretofore law-abiding citizens into status offenders. It seems to be an exercise in pure fascism reminiscent of 1930's Germany in the guise of protecting the public health where there is no threat. The reasoning is backwards, from the general to the specific; along the lines of, There's crime in the neighborhood, throw everyone in prison, no evidence required. Because proof is difficult or impossible, that's no reason to indict everyone, it's a reason to abandon the plan.
