Dear Chairman Wehrly:
Re 25Oct11, WPCA Special Meeting "information" nonsense.
The "Cornfield Park Wastewater Management District Upgrade
Information Session" was more than an information session
therefore required advertising. The session's real purpose was
to save the $5.15 certified mail charge per Cornfield Park
non-attendee; the cost per letter thought to lend the mailing
sufficient gravitas to advance the NOEL fraud.
1. The NOEL, as you infer in the 25Oct11 minutes, is only
"information," not a document imposing a legal requirment on
its recipients by virtue of their having received it, or by
their signature on the return receipt. As "information," the
NOEL is junk mail.
2. Return-receipt Certified Mail is a fright-wig placed on the
NOEL to fraudulently induce recipients into signing the NOEL,
by imputing to the NOEL an authority is doesn't have (by
spending big money on the mailing), to trick owners into
giving up rights and property to the Town of Old Saybrook.
3. WWMD owners don't have to sign the NOEL. Absent a signed
NOEL, the Town has no legal claim on WWMD property. The Town
can't legally force septic upgrades at owner expense within
the WWMD on owners who don't sign the NOEL. The Town can't
force upgrades through NOEL signatures induced by fraud.
