Re: Notice of Entry Correspondence
Dear Mr. Anderson:
This letter is in response to your April 10, 2013 correspondence to Commissioner Jewel Mullen, MD, MPH, MPA concerning a "Notice of Entry" letter you received from the Connecticut River Area Health District (CRAHD) that is specific to the Town of Old Saybrook's Decentralized Wastewater Management District (DWMD). You inquired whether the Notice of Entry letter was a document that was approved by the CT Department of Public Health (CTDPH) , and if so, you requested a copy of our approval.
Please be aware that Public Health Code regulations governing subsurface sewage disposal systems require the use of approved forms for certain administrative functions related to permit applications, site investigations, and inspections. The Notice of Entry letter is not a document that requires the Department's approval, and as such, an approval has not been issued.
The CRAHD Notice of Entry letter references the Town of Old Saybrook's DWMD ordinance, and other correspondence sent to you by the Old Saybrook Water Pollution Control Authority (WPCA). If you have other questions concerning the Notice of Entry communications, we recommend that you direct them to CRAHD or the Town of Old Saybrook WPCA.
If you have any additional questions concerning regulations or standards governing septic systems please contact Bob Scully, Supervising Sanitary Engineer, of the Department's Environmental Engineering Program at (860) 509-7296.
