Dear Mr. Conkling,

Thank you for yours of April 24, 2013.

I appreciate the time and effort put into your correspondence. As you know, this program is important to the Town and its residents. The vote that was taken at referendum stands, was not challenged and therefore it remains unlikely that the funding mechanism will be changed. The entire Town is paying for a portion of this project. The persons who receive the benefit of a new septic system pay more.

Concerning soft cost issues, it is likely an adjustment will be made to those homes in Saybrook Acres. No firm decisions have been made at this time so I will offer no further comment on this. However, your contention that hiring a private contractor may have been a cheaper way to go is pure speculation, which I choose not to engage in.

The program will be seeing the hiring of an Administrator soon. We are interviewing several highly qualified candidates this week. That announcement should be made towards the end of May or beginning of June.

Lastly, if you can suggest volunteers that wish to sit on the WPCA, I will gladly listen. Other suggestions with regard to how Board business is done internally and how the Board interacts with the public are topics for conversation amongst the WPCA. However, the hiring of an administrator with the right skill set should greatly assist the Board in this regard.

The WPCA, its staff and I work many hours every day on this project. There have been many improvements to the Program to date and that will continue in the weeks and months ahead. We will be nearing completion of almost two hundred properties by summer. Recent construction results have been nothing but positive. However, I fully intend to focus on your concerns in the months ahead and look for an amicable resolution to your concerns.
