This is a FOIA request for 1 WWMD document:

Dear First Selectman Fortuna:

One copy please of the document recording the vote of the electors to the effect that "persons who receive the benefit of a new septic system pay more."
The vote that was taken at referendum stands, was not challenged and therefore it remains unlikely that the funding mechanism will be changed. The entire Town is paying for a portion of this project. The persons who receive the benefit of a new septic system pay more.

Referendum of 11Aug09:

2. "Shall the Town of Old Saybrook appropriate $42,171,200 for the design and construction of Decentralized Wastewater management Systems within the Decentralized Wastewater Management District and issue the Town's Bonds, Notes or other obligations in an amount not to exceed $42,171,200 to finance said appropriation, and provide ongoing funding of administrative costs for the systems?"

YES = 1691       NO = 1062      

Mr Fortuna, contrary to the implication in your letter of 30Apr13 to John Conkling, no one is asking that the funding be changed. Rather, WWMD owners want know if the Town will honor the commitment made by the affirmative vote on referendum Question 2: Yes or No?

The document I'm seeking is the document reversing the will of the people at referendum.
