Dear First Selectman Fortuna:

Re yours of 18Jul13 on my 17Jul13 FOIA request of WPCA Chairman Elsa Payne.

In your letter, Mr Fortuna, you say, "Once the available documents are compiled you will be notified."

I asked of Chairman Payne that the 3 documents be delivered electronically in the form the WPCA has them as email attachments to sunshineonseptics@gmail.com. There being no change of format, no "compiling" is necessary.

In your letter, Mr Fortuna, you say, "Please note that a cost of 50c per page is due upon receiving."

"50c per page" is a bogus charge for an electronic document. Documents don't exist in electronic form by the page, they exist as a whole paginated documents. It costs no more to deliver a 1000 page document by email than it does to deliver a single page. I will not pay this absurd 'per page' charge. Ask your IT guru, Larry Hayden, I'm sure he will agree with me.

I would like to know why you've injected yourself into my 18Jul2013 FOIA request of the WPCA Chairman, when you have not responded to my 21Jun2013 FOIA request of you.
                             Very truly yours,

                             Joel R. Anderson
