Dear Treasurer Fish:

The WPCA, in its "Clean Water Fund Program Application Termination Policy," 26Aug2013, for properties within the Wastewater Management District (WWMD), made explicit how costs were allocated. The homeowner would pay half (50%) the cost of a septic system upgrade.
"A 25% grant from the CWF and a matching 25% from the Town is applied to the cost of the upgrade, with the remaining 50% payable by the homeowner as a 20-year loan at 2%."
[Saybrook Acres] benefit assessments were filed in the Town Clerk's office March 1, 2013. The property owners have two options for payment of the assessment. The first option allows them to pay the assessment in full with a due date of May 1, 2013.

Add up 01Mar13 billing for Saybrook Acres property owners 50%, the total is $1,171,373.55.

Saybrook Acres (low bids on SA-1,2,3,4) cost of contracts: 249940.60+252505.00+394165.00+374900.00 = $1,271,510.60

For the WPCA, according to the math in their 26Aug13 Termination document, 100% of cost is, 1,171,373.55/.50 = $2342747.10

If $2,342,747.10 is 100% of the cost of the Saybrook Acres upgrades, and homeowners' 50% is $1,171,373.55, on What did the WPCA spend its half, $1,171,373.55?
