Dear Chairman Payne:

This is a FOIA request for one copy of the written WPCA policy on publication in its Minutes of comments submitted in writing by the public. I will pay the nominal copying charge.
"A member of the public inquired as to how to get their comments in the minutes. Jason Becker noted that the minutes of a meeting reflect the business that is conducted, it is not a transcript of everything that is said and the best way to have your comments entered into the minutes is by submitting them in writing."

Here below is a comment on 28Jul14 WPCA parliamentary jackassery to be published with this letter in its entirely in your 13Jul15 Minutes.

WPCA 28Jul14 parliamentary jackassery:
"A motion was made by George Gwizd to decline to include Joel Anderson’s letter/comments in tonight’s agenda, July 28, 2014. Chuck Wehrly commented that the WPCA Board should acknowledge receipt of the letter. Jason Becker commented that it does not need to be acted upon. Ian Featherstone commented that the Public Comment section of the agenda would be the appropriate time for Mr. Anderson, if present, to have his letter/comments included in the minutes. Mr. Wehrly noted that the Public Comment agenda item is allocated for specific items and that Chairman Payne was noting that the content of Mr. Anderson’s letter did not apply to those items. Mr. Featherstone noted that the letter does not apply to any of the items on the WPCA Board meeting’s agenda. The motion failed due to no second."

Gwizd's motion was to DECLINE TO INCLUDE: it failed for lack of a 2nd. Then you didn't publish my letter in your Minutes; required by the failure of Gwizd's motion to decline to include it.
