Dear Chairman LaMay:
WPCA isn't a responsible steward of taxpayers' money.
WPCA broke the bidding process when it failed to award the bid for Maple Avenue North-4 (MAN-4) to the lowest bidder. For its failure, WPCA cited "artificial pricing" by the low bidder, Engineered Septic and Sewer LLC, then made the award to JTR LLC who also used "artificial pricing." WPCA's indiscretion cost MAN-4 owners $54,103.75.
In response to a FOIA request, WPCA provided paper copies of the bids for all three bidders on MAN-4, less Social Security numbers and other personal information; 183 pages at 50-cents, $91.50 total (Reciept #110352, 4/12/2016).

At the bottom of the spreadsheet, click the 'Wye-Misc" tab to view item 8, "Effluent Pump System with Chamber, Complete." Scroll to the right to view each of the 3 bidders bid.
WPCA, in its March 14, 2016 Regular Meeting Minutes, cites Engineered Septic and Sewer LLC for its $1.00 bid for the Pump System line item (Wye-Misc, line 8, "Effluent Pump System...). On line 8, Engineered bid $200, JTR bid $3000, and Schumack $9495.
Where did WPCA get their Engineered "$1.00" information?
Will the Board of Finance make MAN-4 owners whole by $54,103.75?
What budget account will be charged for WPCA's 'off-budget' spending?
