Dear Chairman Payne:

Re impermissibly vague WPCA content in, "Real Estate Transactions in the WWMD," 3Q12 Old Saybrook Events magazine.

1. What's *this* in the statement below?

"The 1800+ properties located in the WWMD all have *this* recorded on their title [in the Town Clerk's Office] ..."
  - Page 36, top of page, 3Q12 Old Saybrook Events magazine,
   "Real Estate Transactions in the WWMD" [Emphasis added]

2) If A (below) is the answer, what's the (missing) Question?

A: No. It is a legal contract. Administrative, engineering, and public health services begin evaluating and designing the upgrades promptly after the *app*. is received. In light of the time and expense involved, subsequent owners of the property must adhere to the program and a Caveat is placed on the land records upon receipt of the *app*. to ensure this.

3. What's the *app* cited above in A (above) to (2) the question?

4. In light of the WPCA's letting of contracts to *licensed* septic installers, What's the point of the redundant and costly WPCA-supplied supervision and inspection? Is it the WPCA's contention that licensed installers don't know what they're doing? If so, Why is the WPCA doing business with contractors it suspects are incompetent?
