QUESTION 2. SHALL THE TOWN OF OLD SAYBROOK APPROPRIATE
$42,171,200 FOR THE DESIGN AND CONSTRUCTION OF
DECENTRALIZED WASTEWATER MANAGEMENT SYSTEMS WITHIN THE
DECENTRALIZED WASTEWATER MANAGEMENT DISTRICT AND ISSUE THE
TOWN'S BONDS, NOTES OR OTHER OBLIGATIONS IN AN AMOUNT NOT
TO EXCEED $42,171,200 TO FINANCE SAID APPROPRIATION, AND
PROVIDE ONGOING FUNDING OF ADMINISTRATIVE COSTS FOR THE
What part of "FOR THE DESIGN AND CONSTRUCTION" don't you
understand? When was it decided otherwise and by whom?
Were you misquoted? or merely pandering to the pocketbooks of
the 2:1 majority of electors who live outside the District by
reinterpreting Question 2, overturning the Referendum, in an
attempt to buy your reelection with the money of those living
within the District? Relief of debt is the same as payment.
