On August 11, 2009, Old Saybrook residents will be
asked to cast their ballots for the establishment of
a Wastewater Management District.... The program is
not intended to be onerous.
Dear Chairman Wehrly:

Re Old Saybrook WPCA's "The Lion King" (movie) delusion:
"Everything the light touches is our kingdom."
Important! While the WPCA is happy to demonstrate
the upgrade process, it is imperative that residents
do not approach a construction site and the
contractor's vehicles or equipment. The police are
notified when and where the WPCA is working and will
ensure that residents can pass safely and are
respecting the boundaries and equipment.

What law permits the WPCA to circumscribe the public's
right to innocent passage on a public street by creating
a no-trespassing zone around WPCA-contractor equipment
parked in the right-of-way?
Spare me self-serving moralizing about the safety of the
public. There's a fleet of lawn-men with their equipment
traveling Old Saybrook that all have so far managed to
navigate safely without your having to call the police.
I expect to hear from your lawyer regarding your blatant
attempt to limit citizen oversight of the expenditure of
public money. Ask him to suggest reasons why I shouldn't
sue you for violating my civil rights.
