Chairman Chuck Wehrly reported on receiving both an e-mail
and a letter from Joel Anderson dated November 18, 2011 in
which Mr. Anderson indicated that the Noel letter is a fraud
and that there is no legal basis for the WPCA to enforce
septic system upgrade.
