Dear Chairman Fortuna:

Thanks for yours of 23Jun11 to my 6May11 budget query.

I am not an accountant. Perhaps the Town can spend money it hasn't budgeted to pay for construction of the Wastewater Management District (WWMD). If there is a WWMD, it seems improper not to budget for the expense and raise taxes.

Why are WWMD property owners asked to pay anything? The 11Aug2009 Referendum (Question 2) said that the Town would pay. The Town is bound by its Question 2 financing.

The Town is currently engaged in an unethical pseudo-legal smokescreen to obfuscate the fact that its current WWMD proposal is a fraud, a bait-and-switch to steal money from WWMD property owners to pay for the Town's negligence, injuring property owners within the WWMD a second time.

Electors can't vote to spend other people's money. If the Town hasn't abandoned the WWMD, then money must be raised through the property tax to pay for it.

Pace and Peace are retiring ahead of a ride on a rail.
