Re WPCA's Robbie Marshall's letter of 29Nov10 to me.

Dear Selectman:

Is Robbie Marshall authorized to speak on matters of governance for the Board of Selectmen? on the matter of governance raised in my letter of 23Nov2010 to the Board?

Marshall's letter didn't address the issue raised in my letter; that the Town has to pay for the things for which its electors vote. The Town can't decide, after the electors vote, to hold a second referendum whose intent is to 'share' the cost of the decision reached by the first referendum with a subset of its citizens.

All analogies have flaws. That won't stop me from trying:
If, by a vote of the electors, the Town decided to build a new school, could the Town then hold a second referendum to decide this question:

Should the Town pay one-half the cost of the school construction (and maintenance and instruction) and the other half of the cost be paid for by parents of children attending the school?
I contend that the Town can't hold a second vote to give electors the option to share costs. Cost sharing breaks the link between electors a) spending their own money for things they want, and b) spending other people's money for things they want. The latter is bad governance.

The electors voted for the WWMD for which the Town, like it or not, must pay 100% of the cost.
