BOARD OF SELECTMEN'S MEETING-- September 25, 1989

PRESENT: Selectwoman Barbara Maynard, Selectman Philip Ranelli, Selectwoman Shirley Annunziata, Executive Assistant Elaine Staplins, several interested citizens and members of the press. The meeting was called to order at 8:07 p.m. Upon a MOTION of Mr. Ranelli, seconded by Mrs. Annunziata, the minutes of the Board of Selectmen's meeting of September 7, 1989 were unanimously accepted as presented.


OLD BUSINESS
SCHL HSE. ROAD BRDG.

RE: Schoolhouse Road Bridge Rehabilitation: Mrs. Maynard noted receipt of report on meeting of August 8th with town officials, DOT officials and engineers; the state is going ahead with a new slope design and is considering a sidewalk on the east side of the bridge, Mrs. Maynard said. The detour for the bridge was discused, Mrs. Atmunziata suggested the possibility of a water tank, which the National Guard supplies, being placed north of the bridge to help should there be a fire.

HAZ. WASTE DAY

Hazardous Waste Day was successful; reimbursement from the state was not at the same level as previously, Mrs. Maynard reported.


NEW BUSINESS
EXPENSES PYE & HOGAN FIRE

A. Selectmen discussed expenses incurred as a result of the Pye and Hogan fire. Action following discussion:

1) Mr. Ranelli MOVED and Mrs. Maynard seconded approval of $1,233.41 appropriation for food for emergency personnel, from Unclassified Budget. Unanimous.

2) Mrs. Annunziata MOVED and Mr. Ranelli seconded approval of recommendation to Board of Finance for aoiation of $1,705 for Fire Watch manpower (162 hrs. @ $11/hr. -- 20 men total), from Contingency Budget. Unanimous.

3) Selectmen reviewed list of lost equipment; replacement expense totals $8,424.40. Dept. Fire Chief Ed Adanti noted addition of Scott Air Pac which was damaged; Mr. Adanti also thanked the selectmen and civil preparedness personnel for their response and support. Selectmen concurred that lost equipment should be ordered/replaced immediately; an exchange account will be set up to facilitate payment; insurance reimbursement will offset much of the expense, Mrs. Maynard noted. Upon a NOTION of Mr. Ranelli, seconded by Mrs. .Annunziata, appropriation of $8,424.40 for lost equipment as unanimously approved.

Mrs. .Annunziata attended the Fire Department Recruitment Night, noted that it was very successful and expressed pride in having these volunteer firemen work for the town. Mrs. Maynard thanked the Fire Department and also:thanked Mrs. Annunziata for her comments.

3-TOWN SEWER AGREE.

B. Mrs. Maynard reported that the three-town agreement for the sewer project is being reviewed, and it is anticipated it will be signed in the near future; pursuant to Board of Finance approval, required meetings will be scheduled.

C. Selectmen designated October 5th as White Cane Safety Day.

REPLACE PLDR

D. Mrs. Maynard read notification to the selectmen and Board of Finance of $3,980.17 expense for replacement of payloader engine from Public Works Director Ronald Baldi.

B. HILL RETIRES 12/31/89

E. Mrs. Maynard read letter from Barbara Hill, Director of Public Health Nursing Service, stating that her official retirement date will be 12/31/89, which selectmen acknowledged with regret.

RESIG. ROWETT PHNB

F. Upon a MOTION of Mrs. Maynard, seconded by Mr. Ranelli, it was unanimously voted to accept the resignation of Jane Rowett from the Public Health Nursing Board, effective 10/1/89.

THANKS MUTUAL AID DEPTS. PYE & HOGAN FIRE

G. Upon a MOTION of Mrs. Annunziata, seconded by Mr. Ranelli, extension of a 'vote of thanks" to the mutual aid departments who assisted in the Pye & Hogan fire was approved unanimously. SO MOVED.... Maynard/Annunziata. Unanimous.


COMMENTS FROM SELECTMEN

Per Mrs. Maynard...
-Ingham Hill railroad bridge project: construction anticipated in spring, 1990.

-Baldwin Bridge plans on file in Town Clerk's office; D.E.P. has scheduled a combined Tidal/Inland Wetlands and Coastal Area Management Public Hearing for 9/27/89 at the O.S. Sr. High School.

-replacement of treads on inside stairs in the Town Hall will cost $1,090, from Town Hall Maintenance Budget.


EXECUTIVE SESSION

MOTION: Maynard/Ranelli. . . "Move to enter executive session." (Approved unanimously)
The Board entered executive sessiort at 8:55 p.m. to discuss personnel matters related to the Zoning Department and Fire Marshal's office.

PRESENT: Maynard, Ranelli, Annunziata and Staplins. No action. The Board adjourned executive session at 9:45 p.m. Selectmen's meeting adjourned at 9:46 p.m.
